Our History
Island Temperature Controls Ltd. was incorporated in 1976 and is an ISO-9001:2015 company. We have installed hundreds of HVAC and control systems in the lower Vancouver Island region since then. We have been distributors for Delta DDC systems for over 30 years and have earned a reputation as experts at applying and installing this powerful product.
1976
ITC is Founded
Founder Rene Heckert, started a small controls business in Victoria. Known for reliability, he built strong customer relationships. ITC grew with competitive pricing, same-day service, focusing on pneumatic and electronic controls with limited mechanical services.
1981
Bill Phillips
Joined the company as a control's technician. His background was primarily mechanical, but over the next six years he trained and qualified for electrical, power engineering and steamfitter certifications.
1989
A New Beginning
Bill Phillips purchased ITC. Operated from 152 Moss Street (1000 sq Ft (+/-)). Number of employees 3 - Fred, Diane, and Bill.
1989
First Delta DDC Project
ITC moved to1802 Douglas Street - 1st Delta project (subcontractor to ESC). Met and worked with Herb Boyd of Jawl Properties.
1992
Partnership Formed
Partnership with ESC Automation as a Delta sub-distributor on Vancouver Island.
1992
1st Mechanical/Controls Maintenance Contract
The customer was City of Victoria. Introduced complete mechanical services bundled with controls systems to ITC customers.
1993
Six Employees
ITC moved to 465 John Street (2000 square feet).
2004
New Location
578 John Street (4500 square feet). Number of employees 20.
2006
ISO Accreditation
Effective January 2006, our firm was certified ISO 9001:2008.
2017
Another Chapter
ITC is purchased by longtime employees Shane Fenwick and Matt Polera.
2018
Current Location
Moved to 3321 Tennyson (8500 square feet). Number of employees 50. 2018 ISO Accreditation (9001-2015).
2025
Present day
ITC continues to service Greater Victoria and surrounding area with staff over 60 employees.

Effective January 2006, our firm was certified ISO 9001:2008. Our Business Management System is audited annually by an accredited 3rd party registrar. The scope of our certification is design, installation, maintenance and repairs of Heating, Ventilation, Air Conditioning Systems and Direct Digital Controls. As of January 2018, we have been recertified to the ISO 9001:2015 standard (certificate # 86230/A/0001/Uk/En).
ITC has recently integrated the Service Management Platform ‘FieldPoint’ into our ISO-accredited business processes. This software will enable us to consolidate management of HVAC service, DDC and mechanical preventative maintenance, construction projects, track building service history and provide clients with real time access to work orders and building data.Â
